In this article it is defended that the notion known as “The mark of the cognitive” is better characterized as a process that performs the function of generating intelligent behavior, in a flexible and adaptive way, capable of adapting to circumstances, given it is a context sensitive process. For that, some relevant definitions of cognition are examined. In the end, it is pointed out that the definition of the mark of cognition as a context-sensitive process takes into account several factors (...) that were added as constitutive parts of cognitive phenomena over the years, especially the 4E Cognition, which cannot be satisfactorily accommodated alongside the preceding notions of cognition. Accordingly, this essay shouldn’t be mistaken merely as an exercise in intellectual history, but as a brief and accessible attempt to advance the debate. (shrink)

Neste artigo defendo que a Teoria da Informação Fortemente Semântica de Floridi – TIFS – está correta ao assumir a Tese da Veracidade, que por sua vez orienta a definição de informação semântica como “p é informação se e somente se p é constituído por dados bem-formados, com significado e verdadeiros”. Argumento que a teoria não é arbitrária, pois dá conta do desembaraço de conundrums filosóficos importantes, principalmente por evitar o paradoxo de Bar-Hillel e Carnap, que é gerado a partir (...) da teoria clássica da informação semântica. Primeiro é discutido um dos principais resultados da teoria clássica, o de produzir “sentenças muito informativas para serem verdadeiras”. Depois são resumidas as motivações para a elaboração de uma “lógica de estar informado” e é mostrado como o sistema KTB-IL é montado e modelado mantendo-se entre os seus axiomas o da veracidade – K ou A4. Finalmente, a TIFS é examinada e defendida ao mostrar que ela restringe aleticamente a extensão do conceito clássico de informação para evitar problemas com tautologias e contradições. A TIFS oferece uma solução original ao capturar nossas intuições modais a respeito da informatividade como noção básica. (shrink)

Turing’s much debated test has turned 70 and is still fairly controversial. His 1950 paper is seen as a complex and multilayered text, and key questions about it remain largely unanswered. Why did Turing select learning from experience as the best approach to achieve machine intelligence? Why did he spend several years working with chess playing as a task to illustrate and test for machine intelligence only to trade it out for conversational question-answering in 1950? Why did Turing refer to (...) gender imitation in a test for machine intelligence? In this article, I shall address these questions by unveiling social, historical and epistemological roots of the so-called Turing test. I will draw attention to a historical fact that has been only scarcely observed in the secondary literature thus far, namely that Turing’s 1950 test emerged out of a controversy over the cognitive capabilities of digital computers, most notably out of debates with physicist and computer pioneer Douglas Hartree, chemist and philosopher Michael Polanyi, and neurosurgeon Geoffrey Jefferson. Seen in its historical context, Turing’s 1950 paper can be understood as essentially a reply to a series of challenges posed to him by these thinkers arguing against his view that machines can think. Turing did propose gender learning and imitation as one of his various imitation tests for machine intelligence, and I argue here that this was done in response to Jefferson's suggestion that gendered behavior is causally related to the physiology of sex hormones. The Turing test has been studied and run as a controlled experiment and found to be underspecified and poorly designed. On the other hand, it has been defended and still attracts interest as a test for true artificial intelligence (AI). Scientists and philosophers regret the test’s current status, acknowledging that the situation is at odds with the intellectual standards of Turing’s works. This article refers to this as the Turing Test Dilemma, following the observation that the test has been under (...) discussion for over seventy years and still is widely seen as either too bad or too good to be a valuable experiment for AI. An argument that solves the dilemma is presented, which relies on reconstructing the Turing test as a thought experiment in the modern scientific tradition. It is argued that Turing’s exposition of the imitation game satisfies Mach’s characterization of the basic method of thought experiments and that Turing’s uses of his test satisfy Popper’s conception of the critical and heuristic uses of thought experiments and Kuhn’s association of thought experiments to conceptual change. It is emphasized how Turing methodically varied the imitation game design to address specific challenges posed to him by other thinkers and how his test illustrates a property of the phenomenon of intelligence and suggests a hypothesis on machine learning. This reconstruction of the Turing test provides a rapprochement to the conflicting views on its value in the literature. (shrink)

Turing made strong statements about the future of machines in society. This article asks how they can be interpreted to advance our understanding of Turing’s philosophy. His irony has been largely caricatured or minimized by historians, philosophers, scientists, and others. Turing is often portrayed as an irresponsible scientist, or associated with childlike manners and polite humor. While these representations of Turing have been widely disseminated, another image suggested by one of his contemporaries, that of a nonconformist, utopian, and radically progressive (...) thinker reminiscent of the English Romantic poet Percy B. Shelley, has remained largely underexplored. Following this image, I will reconstruct the argument underlying what Turing called (but denied being guilty of) his “Promethean irreverence” (1947–1951) as a utopian satire directed against chauvinists of all kinds, especially intellectuals who might sacrifice independent thought to maintain their power. These, Turing hoped, would eventually be rivaled and surpassed by intelligent machines and transformed into ordinary people, as work once considered “intellectual” would be transformed into non-intellectual, “mechanical” work. I study Turing’s irony in its historical context and follow the internal logic of his arguments to their limit. I suggest that Turing genuinely believed that the possibilities of the machines he envisioned were not utopian dreams, and yet he conceived them from a utopian frame of mind, aspiring to a different society. His ever-learning child machines, whose intelligence would grow out of their own individual experiences, would help distribute power. (shrink)

In 1950, Alan Turing proposed his iconic imitation game, calling it a ‘test’, an ‘experiment’, and the ‘the only really satisfactory support’ for his view that machines can think. Following Turing’s rhetoric, the ‘Turing test’ has been widely received as a kind of crucial experiment to determine machine intelligence. In later sources, however, Turing showed a milder attitude towards what he called his ‘imitation tests’. In 1948, Turing referred to the persuasive power of ‘the actual production of machines’ rather than (...) that of a controlled experiment. Observing this, I propose to distinguish the logical structure from the rhetoric of Turing’s argument. I argue that Turing’s proposal of a crucial experiment may have been a concession to meet the standards of his interlocutors more than his own, while his construction of machine intelligence rather reveals a method of successive idealizations and exploratory experiments. I will draw a parallel with Galileo’s construction of idealized fall in a void and the historiographical controversies over the role of experiment in Galilean science. I suggest that Turing, like Galileo, relied on certain kinds of experiment, but also on rhetoric and propaganda to inspire further research that could lead to convincing scientific and technological progress. Este artigo propõe considerações sobre o conceito de experiência [Erfahrung] a partir do texto Experiência e Pobreza, de Walter Benjamin, publicado em 1933, no qual o intelectual alemão desenvolve argumentos relacionados à experiência e à cultura observando o desenvolvimento tecnológico a partir da modernidade do século XIX, e sugere que haveria um “empobrecimento da experiência”, fazendo referência ao que chama de “cultura de vidro”. Articula-se essa leitura ao que tem sido chamado de “cultura de telas” - momento em que a (...) tecnologia exige contato permanente com as telas dos dispositivos eletrônicos que se tornam, cada vez mais, extensões do corpo e da mente humanos. Ao final, fornece observações que permitem propor novas perspectivas sobre um suposto “empobrecimento” ou surgimento de novas formas de experiência a partir do uso desses dispositivos. (shrink)

Benzodiazepines and antidepressants have been shown to change responses to unfairness; however, the effects of their combined use on unfairness evaluation are unknown. This study examines the effects of concomitant benzodiazepines and antidepressants long-term use on the evaluation of fair and unfair offers. To analyze behavioral changes on responses to unfairness, we compared the performance of medicated participants and healthy controls in the Ultimatum Game, both in the proposer and in the respondent role. The results showed that long-term psychotropic users (...) had the worse economic strategy by accepting less offers than control subjects. However, in the proposer role, the unfair offers made by participants were similar between groups. The present results suggest that long-term use of psychotropic medication, specifically the combination of benzodiazepines and antidepressants, may increase the sensitivity to unfairness, resulting in higher rejection rates in conditions where this strategy is the most disadvantageous. Iowa Gambling Task (IGT) is one of the most widely used tools to assess economic decision-making. However, the research tradition on aging and the Iowa Gambling Task (IGT) has been mainly focused on the overall performance of older adults in relation to younger or clinical groups, remaining unclear whether older adults are capable of learning along the task. We conducted a meta-analysis to examine older adults’ decision-making on the IGT, to test the effects of aging on reversal learning (45 studies) (...) and to provide normative data on total and block net scores (55 studies). From the accumulated empirical evidence, we found an average total net score of 7.55 (± 25.9). We also observed a significant reversal learning effect along the blocks of the IGT, indicating that older adults inhibit the prepotent response towards immediately attractive options associated with high losses, in favor of initially less attractive options associated with long-run profit. During block 1, decisions of older adults led to a negative gambling net score, reflecting the expected initial pattern of risk-taking. However, the shift towards more safe options occurred between block 2 (small-to-medium effect size) and blocks 3, 4, 5 (medium-to-large effect size). These main findings highlight that older adults are able to move from the initial uncertainty, when the possible outcomes are unknown, to decisions based on risk, when the outcomes are learned and may be used to guide future adaptive decision-making. This volume critically discusses the relationship between democracy and constitutionalism. It does so with a view to respond to objections raised by legal and political philosophers who are sceptical of judicial review based on the assumption that judicial review is an undemocratic institution. The book builds on earlier literature on the moral justification of the authority of constitutional courts, and on the current attempts to develop a system on "weak judicial review". Although different in their approach, the chapters all focus (...) on devising institutions, procedures and, in a more abstract way, normative conceptions to democratize constitutional law. These democratizing strategies may vary from a radical objection to the institution of judicial review, to a more modest proposal to justify the authority of constitutional courts in their "deliberative performance" or to create constitutional juries that may be more aware of a community's constitutional morality than constitutional courts are. The book connects abstract theoretical discussions about the moral justification of constitutionalism with concrete problems, such as the relation between constitutional adjudication and deliberative democracy, the legitimacy of judicial review in international institutions, the need to create new institutions to democratize constitutionalism, the connections between philosophical conceptions and constitutional practices, the judicial review of constitutional amendments, and the criticism on strong judicial review. We standardly evaluate counterfactuals and abilities in temporally asymmetric terms—by keeping the past fixed and holding the future open. Only future events depend counterfactually on what happens now. Past events do not. Conversely, past events are relevant to what abilities one has now in a way that future events are not. Lewis, Sider and others continue to evaluate counterfactuals and abilities in temporally asymmetric terms, even in cases of backwards time travel. I’ll argue that we need more temporally neutral methods. (...) The past shouldn’t always be held fixed, because backwards time travel requires backwards counterfactual dependence. Future events should sometimes be held fixed, because they’re in the causal history of the past, and agents have evidence of them independently of their decisions now. We need temporally neutral methods to maintain connections between causation, counterfactuals and evidence, and if counterfactuals are used to explain the temporal asymmetry of causation. (shrink)

Abstract6‐methyladenine (6mA) is fairly abundant in nuclear DNA of basal fungi, ciliates and green algae. In these organisms, 6mA is maintained near transcription start sites in ApT context by a parental‐strand instruction dependent maintenance methyltransferase and is positively associated with transcription. In animals and plants, 6mA levels are high only in organellar DNA. The 6mA levels in nuclear DNA are very low. They are attributable to nucleotide salvage and the activity of otherwise mitochondrial METTL4, and may be considered as a (...) price that cells pay for adenine methylation in RNA and/or organellar DNA. Cells minimize this price by sanitizing dNTP pools to limit 6mA incorporation, and by converting 6mA that has been incorporated into DNA back to adenine. Hence, 6mA in nuclear DNA should be described as an epigenetic mark only in basal fungi, ciliates and green algae, but not in animals and plants. (shrink)

A country‘s development is bound to be influenced by external occurrences. This article analyses two astronomical examples in which Portuguese nationals used high visibility events in the international scientific community to press their own scientific interests upon the government, whether these interests were, or were not, directly linked to the events themselves.During the 1840s and 1850s the parallax, i.e. the distance, of Groombridge’s star 1830 was hotly debated. The astronomer Hervé Faye‘s suggestion at the Académie des Sciences de Paris that (...) observations be made in Lisbon due to its privileged location and the inadequacy of the Lisbon Navy Observatory to perform them rekindled the efforts to improve the Portuguese Navy observatory.In the 1850s and 1860s other Portuguese higher education institutions also wanted to upgrade their facilities or build new ones. Following accepted traditions, scientific field trips were considered a useful part of the acquisition planning for larger instruments, and therefore an important part of regeneration and renewal projects. The Portuguese scientists were, however, limited in their travels by government imposed budget constraints. The total solar eclipse of 18 July 1860 provided an extra argument to send Portuguese scientists abroad. The government support of the eclipse expedition led to an opportunity to travel through other countries and view their observatories and equipment.In the end, neither the Navy astronomers nor those from the Coimbra Astronomical observatory, the other significant site of Portuguese astronomical research, managed to fulfil their objectives, but the contacts initiated by some of the Portuguese travellers were important for the development of the Portuguese national Meteorological and Magnetic Observatories. Reichenbach explains temporally asymmetric phenomena by appeal to entropy and ‘branch structure’. He explains why the entropic gradients of isolated subsystems are oriented towards the future and not the past, and why we have records of the past and not the future, by appeal to the fact that the universe is currently on a long entropic upgrade with subsystems that branch off and become quasi-isolated. Reichenbach’s approach has been criticised for relying too closely on entropy. The more popular approach nowadays (...) is to appeal instead to a particular low-entropy initial state—Albert’s ‘Past Hypothesis’. I’ll argue that this neglect of Reichenbach’s approach is unwarranted. A Reichenbachian account has important advantages over Albert’s: it correctly identifies the minimal temporally asymmetric posit needed to derive key temporally asymmetries and it offers a more adequate account of the record asymmetry. While a Reichenbachian account needs to be supplemented, it provides the right foundations for explaining temporally asymmetric phenomena and what we might ultimately mean by ‘the direction of time’. Do time travellers retain their normal freedom and abilities when they travel back in time? Lewis, Horwich and Sider argue that they do. Time-travelling Tim can kill his young grandfather, his younger self, or whomever else he pleases—and so, it seems can reasonably deliberate about whether to do these things. He might not succeed. But he is still just as free as a non-time traveller. I’ll disagree. The freedom of time travellers is limited by a rational constraint. Tim can’t reasonably (...) deliberate on killing his grandfather, certain that he’ll fail. If Tim follows his evidence, and appropriately self-predicts, he will be certain he won’t kill his grandfather. So if Tim is both evidentially and deliberatively rational, he can’t deliberate on killing his grandfather. This result has consequences. Firstly, it shows how evidential limits in the actual world contribute to our conception of the future as open. Secondly, it undercuts arguments against the possibility of time travel. Thirdly, it affects how we evaluate counterfactuals in time travel worlds, as well as our own. I’ll use the constraint to motivate an evidential and temporally neutral method of evaluating counterfactuals that holds fixed what a relevant deliberating agent has evidence of, independently of her decision. Using this method, an agent’s local abilities may be affected by what happens globally at other times, including the future. (shrink)

In this paper I examine the three known objections to metalinguistic semantic theory of proper names: the objection of generalization, the objection of circularity, and the objection arising from Kripke’s modal argument. I’m trying to demonstrate that these objections are not conclusive as refutation or rejection of metalinguistic theory. I argue that this is a not a theory of reference but rather of the meaning or semantic value of proper names. Thus, the semantic value of a proper name “N” is (...) “The bearer of ‘N’.” In this approach the significance of this proper name unifies all the possibilities for its referential use and allow us to defend that the name itself is an expression of language, despite arguments to the contrary. The advance in Internet of Things technology has increased the opportunities for a healthcare system design, which is an urgent need owing to the growth in population among the older adults in many countries. This requires giving thought to the kind of innovative technological design methods that can find suitable solutions for home care. The application of Health Smart Homes by means of the technologies of the Internet of Things, can be used to support rehabilitation treatment and help the senior (...) citizens to understand the importance of taking measures to maintain a healthy standard of living that can meet their needs. The aim of this article is to develop and assess a design method for the following purposes: to determine and map out the physical and emotional state of the home care users, such as senior citizens; to implement a participatory design that includes the user within its social, psychological and therapeutic context; to explore the flexible method when applied to older users; to provide a way for the users to be “personalized” through a wide range of solutions that involve analyzing the behavioral patterns of different individuals in a standardized manner and to define a set of smart technologies for each problem and senior citizen. This article sets out a collaborative method called FlexPersonas, which is employed for the flexible mapping of users and to improve decision-making with the support of Internet of Things technologies. In this context, computing systems can identify the behavior of the user and issue warnings to the Carers about any abnormal event. Studies with an interdisciplinary team point out the potential and drawbacks of the method. (shrink)

La arquitectura digital ha alterado de manera decisiva la sociedad y, en consecuencia, demanda respuestas legales. De la Internet desarrollada en la década de 1970 con fines militares, casi nada permanece igual. La plataforma ha otorgado un poder sin igual a las empresas de tecnología, cambiando la forma en que nos comunicamos, abordamos la política, negociamos y también cómo nos relacionamos. En la economía digital actual, la atención de los usuarios es el principal producto, y estos usuarios también son productores (...) de contenido. En este modelo, se facilita la propagación de información falsa, lo que pone en riesgo la democracia y la ciencia. Para abordar estos fenómenos, es fundamental desarrollar y aplicar mecanismos adecuados de regulación de las plataformas para proteger a la sociedad y la libertad. Este estudio se basa en este contexto para analizar algunas respuestas regulatorias que se están debatiendo en Brasil. (shrink)

The article discusses the relationship between Stanley Cavell’s philosophy of ordinary language - FLO, and the possibility of self-knowledge through the uses of ordinary language. In this sense, I discuss the ideas of normativity and personal responsibility involved in the possibility of intersubjective communications, in which meaningful uses of ordinary language can be shared and which result in self-knowledge. Thus, I analyze the Cavellian conception of FLO, correlating it with the conditions of subjective expression, a central theme in Cavell’s philosophy.

This book philosophically explores changing conceptions of race and equality in Supreme Court decisions interpreting the Equal Protection Clause since the enactment of the 14th Amendment. It traces these changing conceptions alongside the gradual elimination of the social equality of racialized persons from the Supreme Court’s list of priorities.
